Once a sleepy alcove of the financial markets, the tax-exempt bond market thrived for decades on a steady diet of long-term, fixed-rate bonds. Often overlooked, but never out of favor, these bonds provided investors with a safe, steady yield free from federal and state income tax and provided state and local governments with ready access to capital. In the 1990s, however, the lure of fancy alternatives to fixed rate bonds took hold in the tax-exempt market, just in time for the financial crisis.
